An important part of developing a concerted global
effort towards the effective use of ICT is by encouraging
various sectors of society to play a more active role
in Digital Development including government,
business and civil society. OVF has outlined the preconditions
towards rapid economic growth and development around
an ICT augmented national infrastructure, which we refer
as Digital Development Dynamics (DDD).
For DDD to begin to become a reality in emerging markets,
declarations need to backed up with practical support
for field efforts on the ground that are moving us forwards
towards the larger more comprehensive goals expressed
in the declarations.
Many studies have indicated the positive impact that
technology can have on economic development and social
welfare. The financial and societal returns on investment
are tangible and catalytic. This digital development
initiative focuses on the following areas:

Policy and Regulation
- Promote gathering that bring various stakeholder
together to make significant strides at the
Ministry level to ensure consistent support
for the delivery of national goals. |

Access and Infrastructure
- The ability for people to access information
they have a right to know includes the creation
of a durable and consistent means of maintaining
access. One example of this is through university
hubs that serve as beacons of research, outreach
and vitality. |

Enterprise - Coordinating
at the national levels digital based and/or
digitally augmented business enterprise development
that significantly increase economic performance,
while decreasing adverse ecological and social
impacts. |

Human Capacity - Development
involves the empowerment of communities to enable
them to create their own entrepreneurial opportunities.
Public participation in one's own - and
national governance is a included in this. |

Local Content Development
- Communities bound by common goals, capable
of creating & disseminating content. This
includes the linking of local content to national
strategies

Media - Provision of technology
capacity to promote further expansion of ICT
and the use of ICT to expand an entrepreneurial
spirit |
OVF's multi-sectoral approach seeks to identify the
key role that ICT has to play in a new governance model
that enables local regions to become self-reliant and
reduce the need for top heavy regional, national and
international bureaucracies. This includes the development
of national bodies or networks called National
Digital Development Networks. The goal is to
facilitate cooperation between local, regional, national
and international actors to develop effective global/local
strategies to effectively bridge the Digital
Divide.
