The consequences of a digital divide are most notably
articulated as the divide between developed and developing
countries. As ICT becomes a more prevalent part of modern
living, it creates a divide wherever it is introduced,
and so must be integrated immediately into culture and
function. In short, it is conceivable for the digital
divide to extend to developing countries themselves
- high-lighting the distinction between those
who have access to information in urban areas, and those
without such access. We imagine (and can demonstrate
examples, in the form of brain-drains, family discontent,
and poverty) the tragic consequences of such intra-national
divisions. This model considers access by the village
to be a central component of digital development.
Many studies have indicated the positive impact that
technology can have on economic development and social
welfare. The financial and societal returns on investment
are tangible and catalytic. This digital development
